FHR Navigator is a suite of Web-based software solutions that utilizes a central database and cross-functional productivity tools to streamline processes,
save resources, and improve accuracy and reliability. It provides simultaneous database access by agency employees, managers, and HR staff for actions that support recruitment,
position classification, hiring and on-boarding, and retirement and separation processing. FHR Navigator:
- Replaces paper intensive processes with electronic records and facilitates a comprehensive electronic HR data repository that can cover the entire life cycle of Federal employment.

Recruitment Request Processor
The Recruitment Request Processor automates the initial recruitment process for program managers and HR offices. Agency managers
or administrative specialists can use the Recruitment Request Processor to create the initial "recruitment SF52," and forward it to HR through approval channels
established by the agency.
Position Classification (PD+)
The PD+ module provides agencies an automated tool to manage and document actions associated with their positions, streamline the position classification and job analysis processes, and assist with organizational planning efforts. PD+ includes:

Federal Hiring Management (FHM)
The Federal Hiring Management module provides a robust, flexible automated tool to quickly process, manage and document all
steps associated with hiring actions. FHM integrates recruitment, position classification and job analysis, and vacancy announcement and selection processes.
On-boarding
The On-boarding module accelerates the process of bringing a new hire on board. It guides the new employee from logging in to
filling out the right forms. It also allows HR to review and approve forms entirely online.
Benefit Management
Benefit Management enables users to manage benefits forms in an electronic environment. Employees who have online access can
fill out forms and have them reviewed by HR personnel. This system facilitates an electronic partnership that is more efficient than paper-based processing.
Personnel Action Processing
Personnel Action Processing enables the electronic processing of requests for personnel action. When a Nature of Action code is selected,
FHR Navigator automatically pre-fills the remarks and legal authorities on the SF 52. Essential features of this tool include secured access to forms and electronic
signature capability.
Retirement and Separation Processing
Retirement and Separation Processing combines a state-of-the-art Federal retirement calculator (legacy FRB Web ©) with electronic forms management
and retirement and financial planning tools to support retirement and separation processing. The retirement calculator performs all of the computations necessary for estimating
Federal retirement benefits for retiring employees and their survivors.
Embedded in the retirement calculator is the FERCCA calculator developed under a charter from the Office of Personnel Management. It is an indispensable
component in handling FERCCA cases. The FERCCA calculator provides the necessary accurate information that enables HR staff to perform in-depth case analyses to assist employees in
making the critical decisions for correcting retirement coverage errors.
Employee Benefit Center (EBC)
The Employee Benefits Center (EBC) is a secure employee self-service portal that provides employees a variety of information regarding their benefits
and the elections they may make regarding them. Equally important, the EBC provides access to retirement and financial planning tools and calculators. Like the other modules in
FHR Navigator, it allows employees to self-service much of the traditional administrative and HR work and frees the HR staff to pursue the more strategic aspect of their mission.
Retirement Planner
The Retirement Planner is an integration of our legacy FRB Web © retirement calculator with our financial planning calculator (formerly known as the
Financial Benefits Maximizer).
Retirement Planner allows employees to create financial planning scenarios combining Federal retirement, private savings, and their spouse's
retirement information in one tool to produce a complete retirement picture and understand the likelihood of meeting their retirement income goals.
Scenarios created in the Retirement Calculator (either by HR or the employee) flow automatically into the Retirement Planner, reducing data entry.
eSeminar
eSeminar is an online retirement and financial planning seminar capitalizing on eLearning technology that helps users understand their retirement
benefits and make sound decisions about their financial future. eSeminar is accessible on the Web at any time and as often as necessary.
eSeminar is the one source where employees can go for information they need on their CSRS or FERS retirement, Social Security, TSP, life and health
insurance, and Medicare benefits.
eRetirement
eRetirement is an online wizard-like retirement application program that allows employees to complete voluntary or early retirement application
packages by answering a series of questions. It contains a feature that verifies retirement eligibility as of the retirement application date.
At the end of the eRetirement process, the employee will have all of the required forms applicable to his or her retirement completely filled out and ready
to submit to HR. HR Specialists can also use eRetirement to fill out a retirement application on behalf of an employee.

Productivity Tools
Case Tracking
Case Tracking enables users to initiate cases, manage HR functions, and track case processing. This tool allows HR personnel to capture and flag cases with a status,
date, and additional comments.
Forms Manager
Forms Manager automates the management and completion of more than 120 Federal HR forms. The Forms Manager pre-fills forms with data from the Navigator's centralized
database and allows users to view, edit, print, and store forms at any time. Through Forms Manager, the Navigator goes beyond, recruiting & staffing, benefits processing, and
retirement processing to support other HR functions including performance management, employee development, and employee & labor relations. EconSys can program any agency-unique
forms into the Navigator's Forms Manager.
HR Data Connectivity
HR Data Connectivity is a service that imports data from and exports data to the personnel/payroll systems on a bi-weekly basis and supplies the centralized
database with the latest personnel information. New or corrected data such as salaries, SCDs, and benefits elections then update the payroll system.
Reporting
A reporting tool provides standard and ad hoc reports that meet management reporting requirements. It provides data views and report summary outputs in either a
Web page format or a printed report.
eOPF Staging
eOPF Staging is a repository for all verified and submitted documents that relate to an employee's service history. These forms are stored as permanent documents.
Scanned historical forms can also be captured.
The eOPF Staging tool utilizes a Work Folder system that can transmit electronic forms to an agency's eOPF. Conversely, it can also receive data from the eOPF. This dynamic and flexible feature of this tool distinguishes FHR Navigator from other products.
Section 508 Compliant
FHR Navigator is fully Section 508 compliant. EconSys believes accessibility compliance is an important goal for all software development.
EconSys uses an automated tool to assist in testing for compliance and to manage tests. Our staff is highly skilled in the area of Section 508 compliance and has assessed
a number of federal systems for Section 508 compliance. Making software accessible benefits all users because when accessibility is improved, usability is improved.
EconSys' goal is to go beyond Section 508 by making FHR Navigator both compliant and easy to use, whether it is being used with a conventional web browser, screen reader,
device with a small screen, or in some other way. EconSys can also provide a Voluntary Product Accessibility Template (VPAT) upon request.
