Promising Performance Measurement Practices of CPD Grantees


The purpose of this PD&R study was to identify promising approaches to performance measurement that could be shared with grantees nationwide and adapted locally to meet community needs.

This study was much more than simply a data collection and analysis endeavor. This study combined the collection of best practices from grantees with an analysis of these best practices and suggestions for other grantees so that they might implement performance measurement locally.
Project in collaboration with the Urban Institute, has been completed.

Indicators of Mortgage Market Underservice in Non-Metropolitan Areas

The purpose of this study was to assess the feasibility and desirability of
re-defining underserved areas in non-metropolitan locations using recent data sets of Census 2000 (both the short and long forms), Home Mortgage Disclosure Act (HMDA) data (for 2000 and 2001), Government Sponsored Enterprise (GSE) mortgage purchase data and other data sets, such as data collected via the Community Reinvestment Act (CRA), the American Housing Survey (AHS), and Current Population Survey (CPS). This project was performed in partnership with the Urban Institute.

Mortgage Loan Program Evaluation Study


EconSys performed an objective, third party evaluation for the Department of Veterans Affairs (VA) to determine if the VA Home Loan Guaranty Program meets the statutory intent, desired outcomes, and expectations of program participants, legislators, and program officials. The overall goal of the evaluation was to assess the effectiveness and efficiency of the VA Home Loan Guaranty program. The study required an assessment of statutes and regulations, program outcomes and measures, relationships to other similar Federal programs, and changes needed to improve the program. Methodology included: interview stakeholders; review extensive literature; analyze administrative records; conduct a national survey of program participants; and interview lenders, appraisers, and real estate brokers.

Analysis of Housing Affordability

Using a new set of special tabulations update the 1990 CHAS data with information from the 2000 Census. The objectives of this task order were threefold: 1) Describe national and regional housing needs using the 2000 CHAS tabulations; 2) Use the 1990 and 2000 data to calculate changes over the decade; and 3) housing affordability analyses for several communities.

Factors such as rental concentration, ownership, and poverty concentrations were examined and updated. Project in collaboration with Abt Associates, has been completed.
