Overview

EconSys provides services to support diversity analysis, Management Directive 715 (MD-715) reporting, and Equal Employment Opportunity (EEO) programs. We are committed to enhancing federal agencies’ EEO teams capabilities and to further their work to improve diversity and inclusion efforts. Key requirements to support the overarching EEO goals of an agency include:

Consulting Services for Diversity Analysis and Support

Data

EconSys works with the agency to obtain the data required for diversity analysis. These data include: race/ethnicity, gender, and disability status of employees; separation and new hires; awards and recognition; applicants; promotions; and training. EconSys captures Relevant Civilian Labor Force (RCLF) benchmarks for the unique workforce attributes of the agency. EconSys typically acquires employee records data from a federal Shared Services Center, such as the National Finance Center (NFC), applicant data from USA Staffing, awards data, and training and development data. To acquire NFC data, we offer to use our FedHR Navigator NFC data import to minimize the burden of data extraction on the agency.

Workforce Analysis

The EconSys team analyzes the agency workforce demographic distributions in comparison to the overall Census Civilian Labor Force (CLF) or Relevant Civilian Labor Force (RCLF) and performs statistical tests of the significant differences between agency representation and representation of the demographic group in the overall civilian workforce. EconSys uploads results into the hosted web-based MD-715 Diversity Analysis tool. EconSys adapts the configuration to the MD-715 Reporting Tool for the specific needs of each agency.

Survey Analysis

EconSys has conducted surveys on employee engagement for several different agencies. We have also conducted extensive analysis of (FEVS). FEVS has questions pertaining to diversity and inclusion that the team analyzes in depth with key driver analysis and reports results and interpretation. We have built a web-based FEVS Reporter tool that enables users to obtain key survey results with data visualization.

Diversity Analysis

The EconSys project team integrates data from different sources into diversity analysis. Data of interest that are typically available include personnel event data, historical office-level turnover data, quit rates, complaints data, FEVS, exit interview data, reasonable accommodation tracking, and anti-harassment claim tracking data. We analyze statistical relationships among variables from these sources to identify possible barriers to diversity and inclusion. This enables the agency to increase the quantity and quality of identified triggers. More statistically significant triggers drive more in-depth barrier analysis.

Workforce Simulation Tool

EconSys provides and hosts a Workforce Simulation Tool for projecting workforce levels, workforce flows (hires, promotions, quits, and retirements), and EEO participation rates by Mission Critical Occupation and Office/District. Users can run scenario analysis for different assumptions, such as staffing requirements and hiring rates for applicants in different targeted groups over the next five years into the future. An agency can determine hiring requirements to meet diversity targets.

Security the government can trust

FedHR Navigator is FedRAMP Authorized, enabling FedHR Navigator to offer optimal efficiency, collaboration, and transparency, while ensuring Federal PII is protected by the most rigid security controls applicable to Federal cloud-based solutions. These controls exceed even on-premises solutions in terms of data security.
